The Second East Java Urban Development Project was designed to support urban infrastructure investment in a number of towns and cities throughout the province. More specifically, the project provided support to the central and local governments of East Java for the preparation of medium term investment plans for road, water supply, sewage and solid waste management projects. The project was undertaken for the Indonesian Directorate General of Human Settlement in the Ministry of Public Works and was financed by an IBRD loan. The project was based on the decentralization of implementation management responsibilities whereby the Provincial Government has the primary implementation responsibility of projects.
